2. Initial placements
Placement: Players take turns in snake order to place two settlements and two roads, with one road coming from each settlement.
Starting resources: You receive one resource from each of the tiles surrounding your 2nd settlement.
All settlements must be at least two roads apart from any other settlement or city (the distance rule).
3. Dice rolls
After initial placements, every player rolls two dice at the start of their turn. The rolled number determines which tiles produce: every tile whose number matches distributes resources to players with settlements or cities around it.
Each roll has a different probability — the pips shown below each tile number encode this. 7 is the most-likely total (triggers the robber); 6 and 8 are the most-likely resource rolls.
5. Robber & discards
Whenever a 7 is rolled, three things happen in sequence:
- Discard to the bank. Every player holding more than 7 cards (i.e. 8 or more) must discard half of them (rounded down).
- Move the Robber. The player who rolled the 7 moves the robber to any other tile.
- Steal. The roller steals one random resource card from a player with a settlement or city on the new robber tile.
The tile the robber sits on produces no resources for anyone until the robber is moved.
